Mostly likely. Almost all permanent business signage requires approval, as per Chapter 19.84 of the Kern County Code of Ordinances.
However, certain sign types may be exempt. For instance, Section 19.84.140 lists the following exemptions:
If your sign isn’t listed above, you must acquire the proper permit. Moreover, your signage must comply with all design standards detailed in the Code of Ordinances. Failure to do so could result in fines and costly redesigns.

These guys were awesome. Their online system allows you to view and approve your design and it's easy and straight forward. They showed up as scheduled and on-time.
